Rwanda was in civil war from October 1990 until August 1993 between the government troops and a rebel group, the Rwandan Patriotic Front (RPF). The two were mostly divided based on ethnicity; the government troops were Hutus and the rebel group consisted mostly of Tutsis. When they signed a cease fire in 1993, the UN sent a peacekeeping mission (UNAMIR) in order to help reconcile the two parties.  However, in 1994, the fighting began once again and the entire UN mission collapsed. The UN decided to pull most of its troops because it was believed that the civil war would begin again.
